Valdosta City Schools is proud to announce the promotion of Dr. Charity Kinneer to the position of Director of Special Education. Dr. Kinneer brings over 24 years of dedicated service and leadership in special education, instructional support, and student advocacy to this role.
Dr. Kinneer has most recently served as Assistant Principal at Valdosta High School, where she oversaw English Language Arts, Special Education, GAA, MTSS, and 504 services. Her extensive experience spans a wide range of roles, including 6–12 MTSS Coordinator for Thomasville City Schools, Improvement Specialist with Georgia Learning Resources System (GLRS), and Lead Special Education Teacher and Transition Coordinator for Thomas County Schools. She has also served as a Reading Intervention and Special Education Teacher in Cherokee County, a 9–12 Special Education Teacher in Mercer County, and a K–5 Special Education Teacher in Bay County.
In addition to her K–12 leadership roles, Dr. Kinneer is a Graduate Professor of Special Education at Grand Canyon University, where she mentors and prepares future educators in evidence-based instructional practices and special education compliance.
Dr. Kinneer holds a Ph.D. in Special Education from Liberty University, an Ed.S. in Administration and Leadership from Nova Southeastern University, an M.Ed. in Learning and Behavior Disabilities from Georgetown College, and a B.S. in Elementary Education from Florida State University. She also holds a Tier 2 Leadership Certificate in the state of Georgia and is a certified MTSS Coordinator.
“After over 24 years working in special education, I can truly say it’s not just a profession—it’s my calling,” said Dr. Kinneer. “I’ve dedicated my entire career to advocating for students with disabilities, and I’m incredibly honored to now serve as the Special Education Director for Valdosta City Schools. I’m excited to continue this work alongside an amazing team, ensuring every student gets the support and opportunities they deserve.”
